BIP — Belarusian Information Platform for building distributed cloud systems at the Enterprise level

A time-tested solution on an open stack: Linux OS, PostgreSQL DBMS, Apache/nginx HTTP servers, and the platform's BCLIP execution system. Sovereignty means control and the ability to modify the system independently without external permission: code, data, and infrastructure are managed in Belarus. Launch your system on a ready platform or build a new one — evolving via Agile in the course of 24/7 production operation.

What BIP offers — and to whom

BIP is both a set of ready-made solutions and a development platform. The concrete benefit depends on your role.

🏢 Organizations and customers

Launch a system without in-house development or your own data center: connect to a ready solution, tailor it to your processes without downtime, and save on infrastructure and certification.

💻 IT companies and developers

A ready platform and tools (BCLIP, PostgreSQL) help you ship your own products faster. An open stack and code portability — with no lock-in to a single vendor.

🤝 Integrators and partners

Deploy ready certified solutions for your clients and take open niches: healthcare, retail, industry, utilities. Technology support and joint projects.

🏛️ Public sector and regulated industries

Data, computation, and infrastructure stay in the Republic of Belarus, with no cross-border transfer. Compliance with OAC Order No. 66 and protection classes 3-in, 3-ul, 3-spe, 3-DSP.

Forget about rewriting code when requirements change

❌ Traditional approach

The database is rigidly built to the initial requirements. Any new customer request requires stopping the system, new requirements, code modification, or a complete project rewrite.

✔️ BIP platform approach

A powerful unified table "skeleton" built over 20 years. You can add new properties, modules, and relationships to objects during system operation without stopping services.

Security and certification — already built into the platform

🛡️

OAC certification

Various solutions on the BIP platform have repeatedly passed certification for protection classes 3-in, 3-ul, 3-spe, and 3-DSP. When connecting to an already certified solution, an organization may not need its own certification, while a new solution built on the platform undergoes a simplified certification.

🔐

Personal data protection

A fully protected digital space for processing personal, medical, and special data in accordance with OAC Order No. 66.

💰

Compliance cost savings

Connecting to a certified solution on the BIP platform relieves an organization of the need to carry out its own information system certification.

Certification, registries and compliance →

Guaranteed business process continuity 24/7

⏱️

15-minute guarantee

In case of any large-scale hardware failures of the database server disks, data is recovered with a loss of at most the last 15 minutes of work.

🔄

Parallel online replication

Data is written simultaneously to two geographically distributed data centers. If the primary site fails, the system switches to the backup within 30 minutes.

⛓️

Built-in Blockchain and Reversal

All change packages are transactional ("all or nothing"). The blockchain-based operation journal allows erroneous actions to be safely reversed.

What components make up the BIP cloud system?

Database Server (DB)

Based on the PostgreSQL DBMS. Provides a unified global master data space and guaranteed separation of access rights for different owners.

Application Server (AS)

Based on Apache/nginx and the BCLIP execution system. Dynamically balances loads.

File Server (FS)

A dedicated module that does not use heavy BLOB fields, providing high-speed processing of attached documents and waybills.

User Workstation (CGI/WWW)

Full cross-platform support. Users only need a standard browser (Firefox, Chrome, Opera). Work from the office or from home over a secure communication channel.

Integration with equipment and external systems

Data exchange

Support for all types of file exchange in online and offline modes: REST API, JSON, XML, TXT, DBF.

Low-level operation

Direct interaction with hardware complexes and instruments via industrial protocols: TCP/IP, COM ports, and WebSocket (based on JavaScript and CGI).

Eliminating vendor lock-in risks

Open data schema

Data is stored in the open in the PostgreSQL DBMS. No proprietary formats — full access to the database structure via classic SQL tools.

Open syntax

The base languages BCLIP and JavaScript are standard, portable, and documented.

Code portability

The customer is not tied to a single vendor and manages the system independently.

Fully within the national digital space

The software components and infrastructure of the BIP platform are hosted and operate on the territory of the Republic of Belarus. Data, computation, and infrastructure stay within the country — with no cross-border transfer and no external technological dependency.

🏛️ Within Belarusian jurisdiction

Data processing and storage are governed by national law — personal, medical, and special data never cross the state border. Connectivity runs through Belarusian operators and the national .by infrastructure: the solution is embedded in the country's digital contour rather than relying on foreign clouds.

⚙️ The full data-processing cycle in the country

Database, application, and file servers, data centers, communication channels, and user workstations are located and maintained in Belarus. The software platform is developed by the BIP team; SPC hardware is our own production and partner supplies.

🛡️ Technological sovereignty

An open stack (Linux, PostgreSQL, Apache/nginx, BCLIP) rules out dependence on external vendors. The system remains fully operational and manageable within the isolated national space.

Compliance with the Digital Sovereignty Concept

The state method is the same as BIP's

The platform is built using the method that the Concept for Ensuring the Sovereignty of the Republic of Belarus in the Digital Development Sphere (Council of Ministers Resolution No. 1074 of 31.12.2024, paras. 31 and 33) defines as the main path for creating domestic software: adaptation and assembly on the basis of open-source software by a Belarusian rights holder. An open data schema, direct SQL access, and the ability to modify the system independently are exactly what the state calls a condition of sovereignty.

Sovereignty is control, not isolation

According to the Concept, sovereignty in the digital development sphere is control over state IT infrastructure and information resources and the ability to modify them independently without external permission, not a ban on foreign technologies. By this criterion, BIP's open stack provides manageability without dependence on an external vendor.

Sovereign stack roadmap

We understand that the operating system, DBMS, and virtualization are categories of national system software that the state plans to cover with domestic equivalents. BIP's position: the platform is an industry layer, not a claim to the system layer. Transition roadmap: OS → domestic and trusted; DBMS → trusted and domestic builds; virtualization → domestic environments. Status: to be confirmed.

Domestic and trusted

The platform's rights holder is BelInformProekt LLC (ООО «БелИнформПроект», UNP 290447153); development is carried out on the territory of the Republic of Belarus. The OS and DBMS in use are trusted international open-source solutions; the roadmap provides for a transition to domestic and trusted equivalents.

Frequently asked questions

What stack does the platform core run on?

Linux OS, PostgreSQL DBMS, Apache/nginx HTTP servers, and the platform's BCLIP execution system. Data is available via standard SQL — vendor lock-in is excluded.

How is data preserved in case of failures?

Parallel replication to two distributed data centers with a 15-minute retention guarantee and autonomous operation of modules.

Does the platform meet regulatory requirements?

Yes. Solutions on the BIP have repeatedly passed OAC certification for classes 3-in, 3-ul, 3-spe, and 3-DSP in accordance with OAC Order No. 66. When connecting to a certified solution, your own certification may not be required.

Can existing equipment and IoT be integrated?

Yes. Industrial protocols TCP/IP, COM ports, WebSocket, REST API, and integration with instruments (e.g., Dingo B-02 / E-200).
